About Us

Victoria Manor is a Housing with Supports (HOWS) home.  Formerly known as a Domiciliary Hostel or Rest Home, HOWS provide permanent housing to vulnerable persons with ages ranging from a minimum of 18 years to seniors, who need some personal care and assistance with activities of daily life.  Housing with Supports homes are an important part of a broad continuum of housing and support services for individuals with low income who cannot live on their own but do not qualify for long term care. The HOWS are a part of the Windsor-Essex 10 Year Housing and Homelessness Plan.  These individuals must meet both the financial and medical criteria for subsidy.  Depending on bed availability and level of care offered by each individual home, these homes offer a supportive community environment for:

 

• Frail elderly requiring assistance

• Individuals living with persistent mental health issues

• Those with intellectual and/or developmental disabilities

• Individuals with concurrent disorders

• Those with complex physical health issues

• Persons with early stage Alzheimer’s & dementia

• Individuals living with acquired brain injuries (ABI)

• Persons with dual diagnoses

There are many Housing with Supports Homes throughout Windsor and Essex County.  The municipality is the only governing body for the homes, although some homes may also have RHRA legislation to follow if they meet the definition of a retirement home.  HOWS must comply with standards as set in their Service Agreements for subsidy provisions, the Housing with Supports Standards as defined by Social Services and the Lodging Home License Class 2 By-laws for City homes.  The County homes follow standards as set by the Corporation of the County of Essex.  All standards currently followed by both the City and County were based on the MCSS standards for Domiciliary Hostels in Ontario.
